A English environment is ok, but we have none,even we take a foreigner to join us,when speaking,the foreigner do not understand us,and we do not know what he talk about,how shall we do? besides the foreigner must be a English native speaker,if a japanese, I think we do not understand what he said absolutely:D

Offen,I think about one thing,why not we can study English well,and why not we can remember words, only because  we can not practice English frequently,these words are out of our living.When we work out and open one's home-door, you can say"Hello,I'm home" everyday,I think you must understand it as native language.But you said it only once, I think when you hear it,you must consider it as cat voice that was clipped the tail by door.
